Sudan Ethnic Groups in Disputed Abyei Border Region Agree to End Fighting

The two Sudanese ethnic groups that clashed this week in Abyei, a border region claimed by both the north and south, agreed on a framework to halt the fighting, the area’s chief administrator, Deng Arop Kuol, said.
The agreement, reached yesterday after a series of meetings in Kadugli, the capital of Southern Kordofan state, addresses issues such as seasonal migration and compensation for past violence, Kuol said today in a phone interview from Abyei.
The violence erupted as oil-rich Southern Sudan began a week-long referendum on independence, which entered its sixth day today. Abyei was supposed to vote at the same time to decide whether to be part of the north or south. The plebiscite, part of the 2005 peace agreement that ended Sudan’s two-decade civil war, was postponed in the region because of disputes over who is eligible to vote.
More than 50 Misseriya tribesman and at least 26 members of the local police force and ethnic Ngok Dinka men were killed in clashes that started on Jan. 7, Southern Sudan’s army spokesman, Philip Aguer, said yesterday.
The fighting started amid charges by the pro-northern Misseriya that they were being blocked from bringing their cattle to water sources in the area and by the Ngok Dinka, who consider themselves southerners, that the Misseriya planned to drive them out of the area.
Compensation
Under the agreement, the Misseriya agreed that they should pay compensation for a series of killings in 2010 and allow safe passage for Southern Sudanese returning from the north, Kuol said. In return, the Ngok Dinka will permit the Misseriya to bring their cattle to the region in their annual seasonal migration in search of water.
“These are the two things to be done and then we can discuss routes of passage for their cattle,” he said.
The Ngok Dinka, backed by the authorities in Southern Sudan, say they alone should be allowed to vote in the region’s referendum. The Permanent Court of Arbitration in the Hague, in a 2009 ruling, set Abyei’s borders to the area around Ngok Dinka settlements, largely excluding the Misseriya.
The Misseriya, supported by President Umar al-Bashir’s government in Khartoum, say that as seasonal inhabitants of Abyei that should also have the right to vote in the referendum.
The north-south peace agreement gave Abyei “special administrative status” and its residents citizenship in both the north and south.
Oil Production
Clashes in the area three years ago between the armies of northern and southern Sudan killed 89 people and forced more than 90,000 people to flee their homes, according to the United Nations.
The Permanent Court of Arbitration, in its ruling, set key oil fields, including Heglig and Bamboo, outside of the Abyei region. Those fields and Diffra in Abyei are run by the Greater Nile Petroleum Operating Co., which is 40 percent owned by Beijing-based China National Petroleum Corp.
Abyei accounts for less than 2,500 barrels a day, according to Sudan’s Oil Ministry.
